The Canadian Immigration Lawyers Association said the fairest way to manage the program is to allow rolling admissions and have a weighted lottery system.
“This would strike a balance between allowing new interested sponsors a chance to obtain permanent residence for their loved ones while still providing the advantage to interested sponsors who have been in the pool the longest,” it said in a statement.
