Richard Kurland was invited to testify before the Canadian Senate on behalf of CILA on May 19, 2022 to discuss proposed changes to Express Entry.
The Standing Senate Committee on Social Affairs, Science and Technology invited Mr. Kurland and officials from Immigration, Refugees and Citizenship Canada (IRCC) to discuss the immigration provisions contained in Bill C-19, the Budget Implementation Act.
As outlined in Division 23 of Part 5 of Bill C-19, one of the proposals is for the Immigration Minister to be able to issue Ministerial Instructions inviting Express Entry candidates who fall under certain groupings. These groups can be, for example, based on criteria such as language skills (e.g., francophone candidates) and occupation (e.g., NOC-specific draws).
